Slowdown seen in delivery of Recovery Act funds

"In many situations, programs are having to be put in place to use this money," said DeSilva, "and those programs have to be built within the stimulus act guidelines.
"As time moves on, we'll see more of the awarded money being drawn down by the state."
Many agencies may have applied for money that has not yet been released, said DeSilva, while other agencies have money that has been made available to them that will be competitively awarded. So those agencies may have only recently released requests for applications for some of the funding. The same apparently is true for many other states.
In California, the total amount of funds awarded through Oct. 30 was $18,545,959,464. Only $8.1 billion of that has been paid out. Awards to Florida currently total $6,811,579,599, but only a little over $402 million has been paid out.
The same is true for New York, where stimulus awards amount to $10,588,302,004, but only $1.2 billion of that total has been received by the state. Similarly, a total of $6,459,648,068 has been earmarked for Illinois, with the state having sent only $2.4 billion to end users.
"There's a lot of money moving through the (act's) timeline process," said DeSilva, and there's a lot more to come.
