Mason has served on the LCRA's legal staff since he joined the agency in 1987. He was named general counsel in 1999. Before joining the LCRA, Mason served as assistant general counsel for the Texas Department of Water Resources and director of the Water Quality Division of the Texas Water Commission. He was also a partner in a law firm with a statewide practice in environmental and administrative law.
He earned a Bachelor of Arts degree, graduating magna cum laude from The University of Texas at Austin. He received a Doctorate of Jurisprudence with honors from The University of Texas School of Law.
Beal, a civil engineer, joined the LCRA in 1995 to oversee its water services. He became general manager in 1999. Under his watch, the utility fortified its flood management capabilities, improved its ability to calculate its water resources and run its power plants more efficiently. He also successfully saw the authority through a drought and opened the Matagorda Bay Nature Park.
