Casteel has been district engineer in the 12-county San Antonio District since 2003. He holds bachelor's and master's degrees from Texas A&M University and is a graduate of the Governor's Executive Development Program at the Lyndon B. Johnson School of Public Affairs at The University of Texas at Austin. He began his career with TxDOT in 1983 and has served as district engineer in San Antonio, Childress and Corpus Christi. He will oversee the state's 25 TxDOT districts.
Russell, a professional engineer, boasts 25 years of state experience and has been director of the Texas Turnpike Authority since 1998. He began working with TxDOT in 1982 and worked in the Bryan and Dallas districts before moving to the Austin turnpike division.
Saenz created the Assistant Executive Director for District Operations and Assistant Executive Director for Innovative Project Development programs to help meet the objectives of his administration. "I want to make sure that our TxDOT districts have all of the resources we can provide them to work with local officials to solve local mobility problems," Saenz said. "Our innovative programs, including toll projects built by TxDOT, local authorities and the private sector, also deserve special focus as we work to meet our department's goals."
