With nearly three decades of experience in city government in a variety of positions with the City of North Richland Hills, Randy Shiflet brings a wealth of local government experience to the SPI consulting team. Not only is he familiar with the inner workings of city government, but after serving the city’s police department for 20 years, he is also an expert in dealing with local law enforcement issues.
Randy began his nearly 30 years with North Richland Hills in 1973 as a police cadet. He moved up the ranks to patrol officer, sergeant, captain, commander and was named assistant police chief in 1992.
In 1993, Randy was hired by the city as assistant city manager. In 1997, he was named deputy city manager, a position he held until 2002. He assisted with budget work for nearly $80 million in total budgets for various funds, worked closely with the mayor and city council and as well as citizen committees and fire and EMS. After leaving city government, Randy spent two years as municipal marketing manager for a Fort Worth waste services company, working with numerous city governments and Councils of Government.
Randy holds an Associate Degree in Applied Science - Criminal Justice from Tarrant County Junior College, is a graduate of the FBI National Academy, holds a bachelor’s degree in criminal justice from the University of North Texas and an MBA in management from LeTourneau University.
