Ray Baray possesses an in-depth knowledge of governmental operations from an impressive career in the public arena in which he has shouldered responsibilities ranging from administration, legislative and budget analysis, campaign finance and media relations.
Ray has worked in both Texas and New Mexico, at both the federal, state and local level. Most recently, he served as Deputy Secretary of State in New Mexico, where he served as chief of staff, with responsibility for the office's budget, legislation and crucial operations such as business filings and regulations. In addition, he wrote op-ed columns, legislative testimony and speeches for the Secretary of State.
Before his stint in New Mexico, Ray oversaw the activities and operations of the City of San Antonio's Intergovernmental Relations Division, serving as the primary contact for federal, state and local officials. He coordinated the review of all federal and state legislative and regulatory policy impacting the City during each session of the Texas Legislature and the U.S. Congress, and made frequent oral reports to the San Antonio City Council.
Prior to that, Ray served as a special assistant to the Texas Attorney General, overseeing management of the agency's 4,000-plus employees. A special duty included serving at the office's liaison to the Republic of Mexico, during which he handled the successful negotiation of mutual assistance agreements on criminal and civil justice matters.
Ray has also worked as an assistant to a member of the Texas House, and as public affairs specialist for national trade association.
