In 1995, Peggy joined the Texas Department of Insurance and oversaw all of its information services, with responsibility for a $4.5 million operating budget and $1.3 million automation budget.

In 2000, Peggy joined the Office of the Attorney General, where she served as manager of the Business Improvement Section/Project Management Office in the Child Support division. There, she managed both business and technical staff and was responsible for the overall quality of the program.
