After nearly 10 years in Texas state government, Nora Belcher’s solid background in budget and policy issues and health and human services experience make her an asset to the SPI consulting team.
Nora served for nearly five years in the office of the governor, first as an advisor and then the last four years as deputy director in the Office of Budget, Planning and Policy.
In her role with the governor’s office, Nora was responsible for the development, implementation and oversight of the governor’s public policy initiatives, budget recommendations and special projects relating to health and human services, insurance, natural resources, regulation and licensing. She also worked closely with the Office of State-Federal Relations to monitor federal activities, and represented the executive branch of Texas state government in negotiations with federal agencies regarding funding and implementation issues. Prior to joining the governor’s office, Nora spent three years as a senior policy advisor with the State Medicaid Office of the Health and Human Services Commission, where some of her activities included preparing legislative reports, writing grant proposals and developing informational materials. She also spent more than a year as a policy/regulatory analyst with the Center for Rural Health Initiatives and nearly two years as a health policy analyst with the Texas Medical Association.
Nora holds a bachelor’s degree in government from The University of Texas at Austin.
