John Stephens, former chief financial officer for the City of Austin, brings more than two decades of experience in city government and city finances to the SPI consulting team.
A certified public accountant, John has seen most of the internal workings of city government from a front row seat and boasts a wealth of experience in local governing processes and knowledge of city finances and city purchasing. With the City of Austin since 1983, John spent his last seven years as CFO, and was in charge of administering all city financial functions - including the budget and purchasing. He also had oversight for a number of other programs in the Financial and Administrative Services Department. John served as Acting City Manager over three enterprise departments for the city and worked with the city manager and assistant city manager on numerous projects.
John served the city as an auditor, audit manager, accountant, accounting manager, controller and assistant director of Financial and Administrative Services and has an insider's knowledge of city government that spans more than 20 years. In addition to his government work, he taught Public Financial Management at the LBJ School of Public Affairs.
John holds a bachelor's degree from the University of Texas at Arlington and master's degrees from UT-Arlington, the University of Michigan and The University of Texas at Austin.
