Debbie Baisden

Debbie Baisden brings to the SPI consulting team expertise in several arenas - higher education, state government and public finance. She most recently served as Vice President and Chief Financial Officer for Stephen F. Austin State University, and was responsible for fiscal management of all university activities, programs, and properties. She also was charged with administrative responsibility for providing leadership, oversight and management of the Controller’s Office, Financial and Budget Services, Information Technology Services, Purchasing, Environmental Health, Safety and Risk Management, Physical Plant and Human Resources.

Prior to her association with SFA, Debbie served in Texas state government in Austin as manager of the Higher Education Performance Review Team for the Legislative Budget Board (LBB), where she developed and implemented the performance review function for the agency in the higher education area. She also was a higher education senior budget and performance analyst for the LBB, where she monitored and performed professional analysis of budgets, long range planning issues, financial statements, annual operating budgets, strategic plans and funding mechanisms for higher education institutions and agencies. During that time, she worked extensively with college and university executive administrators.

Debbie’s other state government experience includes 12 years as a budget and forecasting analyst with the Finance Division of the Texas Department of Transportation in Austin, where she developed and managed annual strategic operating budgets in excess of $600 million.

Debbie holds a bachelor's degree and an MBA from St. Edward's University and has done doctoral work at The University of Texas at Austin.
