Carl Mullen brings a wealth of expertise and knowledge of state government to the SPI consulting team, having spent more than 25 years working in a variety of state agencies and with numerous public officials.
He began his career in Texas state government as a budget policy analyst with the Legislative Budget Board, where he was responsible for conducting performance and evaluation reviews for state agency programs in a number of areas at a major state university in Texas. Having worked for two former Texas governors, Carl’s first stint was as deputy director for the Governor’s Equal Employment Office.
Carl later spent five years at the Texas General Land Office as a policy researcher exploring budget and legislative issues – from the environment to recycling to natural resources production. He then moved on to become Policy Director for General Government on yet another governor’s policy counsel. He then spent eight years in at the Texas General Services Commission, where he served as deputy executive director and was responsible for the day-to-day management of all functions of the agency that included such tasks as facility leasing, purchasing, telecommunications and more. His final four years of public service to the state were as director of business process and improvement at the Texas Health and Human Services Commission. He was involved in the review and analysis of certain agencies for recommendation of consolidation of certain functions into a single unit under the supervision of a single agency.
